The Posse Comitatus Act is the United States federal law (18 U.S.C. § 1385, original at 20 Stat. 152) that was passed on June 18, 1878, after the end of Reconstruction. Its intent (in concert with the Insurrection Act of 1807) was to limit the powers of local governments and law enforcement agencies in using federal military personnel to enforce the laws of the land. Contrary to popular belief, the Act does not prohibit members of the Army from exercising state law enforcement, police, or peace officer powers that maintain "law and order"; it simply requires that any authority to do so must exist with the United States Constitution or Act of Congress. In this way, most use of the Army and the Air Force at the direction of the President does not offend the statute, even though it may be problematic for other reasons (politically).

How do you feel when you hear people casually use the phrase "drink the Kool-Aid" -- as in, "I drank the Kool-Aid. I love everything Lady Gaga does"?
It makes me shudder. I know it's part of the culture now and I shouldn't be so sensitive to it. But Jonestown was an important part of American history, and it's been marginalized. We have to ask ourselves, why did 918 people leave this country and go with Jim Jones to Guyana? That's a big question. Why did this group feel they'd rather live in a jungle than in San Francisco, Oakland, Atlanta, wherever they were living?
There's a lot of disagreement over the word "cult." How would you define it?
A cult is when you aren't allowed to see your friends or family. I'm not talking about a retreat, or two weeks at a spa. I'm talking about total isolation -- someone takes all your money and brings you to a place where there's no communication, or if there is you aren't allowed to use it. Those are the lessons I took from Jonestown, and that's the message I think the American people should take from it. Trust your gut and don't give up your liberties.

So I won't be spending the month of April toasting 50 years of the overopinionated and underinformed little book that put so many people in this unhappy state of grammatical angst. I've spent too much of my scholarly life studying English grammar in a serious way. English syntax is a deep and interesting subject. It is much too important to be reduced to a bunch of trivial don't-do-this prescriptions by a pair of idiosyncratic bumblers who can't even tell when they've broken their own misbegotten rules.

Later on, when Franklin was introduced into the strip, the little black kid—I could have put him in long before that, but for other reasons, I didn't. I didn't want to intrude upon the work of others, so I held off on that. But I finally put Franklin in. They didn't like that. I never paid any attention to those things, and I remember telling Larry at the time about Franklin—he wanted me to change it, and we talked about it for a long while on the phone, and I finally sighed and said, "Well, Larry, let's put it this way: Either you print it just the way I draw it or I quit. How's that?" So that's the way that ended.

One of the people I was hanging around with online back then was Gordy Thompson, who managed internet services at the New York Times. I remember Thompson saying something to the effect of “When a 14 year old kid can blow up your business in his spare time, not because he hates you but because he loves you, then you got a problem.” I think about that conversation a lot these days.

Defining Anarchy

Government failure is not anarchy. Anarchy is a society that functions without government control, a free society. Society can continue to function somewhat with limited government control, but that doesn’t mean government control is required to have a society. When government control obviously hinders the efforts of society to function efficiently, it is time to remove those controls. A society can function better with no government controls. New Orleans should be a case study educating Americans and the world of this simple fact.
