Open Data Kit (ODK) is a free and open-source set tools which help organizations author, field, and manage mobile data collection solutions. ODK provides an out-of-the-box solution for users to:

Build a data collection form or survey;
Collect the data on a mobile device and send it to a server; and
Aggregate the collected data on a server and extract it in useful formats.
In addition to socio-economic and health surveys with GPS locations and images, ODK is being used to create decision support for clinicians and for building multimedia-rich nature mapping tools. Wie funktioniert es eigentlich, dass Autos, Laptops und Digitalkameras entstehen – aus Hunderten Bauteilen Dutzender Hersteller rund um den Globus? Klingt nach einer einfachen Frage, aber in Wahrheit weiß es niemand ganz genau. Denn mit den Lieferketten eines Industriekonzerns ist es ein bisschen wie mit einem Flugzeug. Beides sind ungeheuer komplizierte Systeme. Solange sie funktionieren, will niemand etwas ändern. Welche Mechanismen und Routinen dabei im Lauf der Jahre entstehen und sich einschleifen, offenbart sich beim Flugzeugfliegen oft erst nach einem Absturz – und bei Lieferketten, wenn sie gerissen sind.

Über die Letzteren weiß man seit dem japanischen Erdbeben im März deutlich mehr. Damals zerrissen die Lieferketten Hunderter Unternehmen – von A wie Apple bis Y wie Yamaha. Doch so gut wie kein Endhersteller hat seither Produktionsschritte ins eigene Unternehmen zurückgeholt. »Das Beben hat mehr Lieferketten gestört als jede Katastrophe zuvor«, sagt James Rice vom Massachusetts Institute of Technology in Cambridge. »Jetzt, ein halbes Jahr später, liegen viele Informationen aus Japan vor, und man kann neue Schlüsse ziehen.«

Erste Erkenntnis: Kaum jemand hat noch den Überblick. »Viele Unternehmen merkten nach dem Beben, dass ihnen ein Bauteil fehlt, wussten aber gar nicht, wer das herstellt«, sagt der Züricher Professor Stephan Wagner. Denn die einzelnen Glieder in der Lieferkette haben auch wieder Lieferketten, und deren Glieder haben Lieferketten, und so weiter. Was die Sache noch komplizierter macht: Die meisten Lieferketten spannen sich inzwischen über Staaten, gar Kontinente hinweg.

Zweite Erkenntnis: Das mit der globalen Produktion ist nicht die alleinige Wahrheit. Volker Wittke von der Uni Göttingen sagt: »In etlichen Branchen gibt es gar nicht mehr viele Orte auf der Welt, an denen ein bestimmtes Produkt hergestellt wird.« Das folgt aus der magischen Verbreitung der Zulieferer-Idee: Am Ende spezialisiert sich jedes Unternehmen auf eine winzige Nische. Und Firmen, die in der gleichen Nische arbeiten, produzieren oft am selben Ort – weil sich dort das nötige Know-how und die richtige Infrastruktur entwickelt haben. Zum Beispiel für die Produktion von Kunstharz, mit dem Mikrochips in Handys geklebt werden. Das war kaum jemandem aufgefallen, bis das Erdbeben in Nordjapan 90 Prozent der weltweiten Kunstharz-Fertigung vorübergehend lahmlegte.

Solche Überraschungen »haben die Einkaufsabteilungen großer Industriekonzerne in den Grundfesten erschüttert«, sagt Christian Heiss von der Unternehmensberatung Oliver Wyman. Jetzt versuchen viele Endhersteller, ihre Lieferketten sehr viel widerstandsfähiger zu machen. Etwa indem sie jedes wichtige Bauteil von mehreren Zulieferern beziehen, möglichst aus verschiedenen Staaten.

Doch sogar solche Absicherungen versagen mitunter. Das spürten im März die Hersteller von tragbarer Elektronik. Ihnen half es nichts, dass sie die Kompakt-Akkus für ihre Produkte bei verschiedenen Zulieferern einkauften. Denn Kompakt-Akkus benötigen ein Polymer, das weltweit fast nur ein Unternehmen herstellt. Dessen Name: Kureha. Der Standort: Nordjapan. Daher konnte nach dem Beben zum Beispiel Apple vorübergehend sein iPad 2 nicht mehr herstellen.

Gegen solche Ausfälle hilft nur eines: Vorräte anlegen. »Viele Produzenten bauen derzeit für ihre kritischen Teile Puffer auf«, beobachtet Heiss. Vor dem Beben wäre das noch undenkbar gewesen, sagt der Züricher Professor Wagner: Es galt als zu teuer.

Aber war es das wirklich? Der Autokonzern General Motors musste im März eine Fabrik in den USA schließen, weil ein Sensor aus Japan fehlte – Einkaufspreis: 2 Dollar.

The development of the ASEAN Regional Forum Disaster Relief Web Mapping Service (ARF-DRMS) has been sponsored by the Governments of Australia and Singapore as part of their support to the Humanitarian Assistance / Disaster Relief effort in the region.
History:
The ASEAN Regional Forum recognised the need for geospatial data to support humanitarian assistance and disaster relief (HA/DR) efforts. The ARF noted that geospatial data in support of disaster relief operations was available through a maze of mostly open sources complicating rapid response efforts.
Australia proposed the concept to create an on-line geospatial warehouse which was co-sponsored by Singapore to consolidate data into a single user friendly map of the region. The proposal was presented to the ARF Inter-Sessional Support Group Meeting in April 2009. It was recommended for Ministerial endorsement by ARF Senior Officials in May 2009 and endorsed by the ARF Ministers on 23 July 2009.
Purpose:
The aim of the ARF DRMS service is to promote a collaborative environment where ASEAN Regional Forum participants can contribute data on a voluntary basis. In conjunction with crisis support agencies, it will provide a facility for disaster relief planning, training purposes and most importantly for expedited responses to regional disasters. It will allow for quick and consistent data delivery and will also provide an effective mechanism to support better policies for information sharing.
The ARF-DRMS will provide a common support base and reliable data to optimise HA/DR operations.
