The federal government is taking on a crucial new role in the nation's health care, designing a basic benefits package for millions of privately insured Americans. A framework for the Obama administration was released Friday.

The report by independent experts from the Institute of Medicine lays out guidelines for deciding what to include in the new "essential benefits package," and how to keep it affordable for small businesses and taxpayers, as well as scientifically up to date.

The centerpiece of his domestic policy is Obamacare and now a new study shows that 790,000 Ohioans will lose their private health insurance and premiums will rise 55%-85% when Obamacare takes full effect in 2014.

The Ohio Department of Insurance commissioned a study by Milliman Inc. of Seattle on what to expect from Obamacare, National Underwriter reported.

The requirement in the national health-care overhaul law that individuals buy health insurance is unconstitutional, a federal judge in Pennsylvania ruled Tuesday in a question that the U.S. Supreme Court is expected to settle.

The suit decided by Judge Christopher C. Conner in Harrisburg is one of more than 30 lawsuits nationwide that have been filed over the 2010 law that is President Barack Obama's signature initiative.

Conner, who was appointed to the federal bench in 2002 by President George W. Bush, said the individual mandate is an unconstitutional extension of authority granted to the federal government under the Constitution's commerce clause.

"The nation undoubtably faces a health care crisis," Conner said.

In the early months of 2010, the economy was starting to show signs of life after the recession. Then Congress passed the president’s health-overhaul law.

Debate over the ObamaCare law’s potential impact on hiring and the economy has been fierce from the start. The president promised it would be a boon to both; then-Speaker Nancy Pelosi said the law would create 400,000 jobs “almost immediately.” Others argued the law would make businesses much less likely to hire new workers.

That debate should now be over.

The Heritage Foundation’s James Sherk recently released a paper comparing the rate of net job growth before and after the passage of ObamaCare in March 2010. The findings show that job creation came to a screeching halt at the time ObamaCare was enacted.

An appeals court ruled on Friday that President Barack Obama's healthcare law requiring Americans to buy healthcare insurance or face a penalty was unconstitutional, a blow to the White House.

The Appeals Court for the 11th Circuit, based in Atlanta, found that Congress exceeded its authority by requiring Americans to buy coverage, but also ruled that the rest of the wide-ranging law could remain in effect.

The legality of the so-called individual mandate, a cornerstone of the healthcare law, is widely expected to be decided by the U.S. Supreme Court. The Obama administration has defended the provision as constitutional.

Kansas became on Tuesday the second U.S. state to return a large federal grant meant to help it create a prototype health insurance exchange as part of the Obama administration's healthcare overhaul.

Republican Governor Sam Brownback said the state would give back the $31.5 million it received from the U.S. Department of Health and Human Services to become an early leader, along with six other states, in establishing health insurance exchanges that other local government could use as a model.

Exchanges are meant to provide an open marketplace of competing insurance plans that allow uninsured people and small businesses to band together to negotiate cheaper rates.

Kansas's move brings the total amount of the returned exchange-related federal grants to almost $90 million as Republican governors seek to block implementation of the healthcare law supported largely by Democratic lawmakers.

Federal payments required by President Barack Obama’s health care law are being understated by as much as $50 billion per year because official budget forecasts ignore the cost of insuring many employees’ spouses and children, according to a new analysis. The result could cost the U.S. Treasury hundreds of billions of dollars during the first ten years of the new health care law’s implementation.

“The Congressional Budget Office has never done a cost-estimate of this [because] they were expressly told to do their modeling on single [person] coverage,” said Richard Burkhauser in a telephone interview Monday. Burkhauser is an economist who teaches in Cornell University’s department of policy analysis and management. On Monday the National Bureau of Economic Research published a working paper on the subject that Burkhauser co-authored with colleagues from Cornell and Indiana University.

Hip replacements, cataract surgery and tonsil removal are among operations now being rationed in a bid to save the NHS money.

Two-thirds of health trusts in England are rationing treatments for "non-urgent" conditions as part of the drive to reduce costs in the NHS by £20bn over the next four years. One in three primary-care trusts (PCTs) has expanded the list of procedures it will restrict funding to in the past 12 months.

Examples of the rationing now being used include:

Almost 100,000 terminally ill people do not get proper care, according to a Government review which concluded that a new funding system would save millions of pounds and better serve individuals.

Older adults of the same age and income with similar medical histories would pay sharply different amounts for private health insurance due to what appears to be an unintended consequence of the new health care law.

Last night it emerged that three nurses face a disciplinary inquiry over their inaction.

Once provisions of the Affordable Care Act start to kick in during 2014, at least three of every 10 employers will probably stop offering health coverage, a survey released Monday shows.

While only 7% of employees will be forced to switch to subsidized-exchange programs, at least 30% of companies say they will “definitely or probably” stop offering employer-sponsored coverage, according to the study published in McKinsey Quarterly.

The survey of 1,300 employers says those who are keenly aware of the health-reform measure probably are more likely to consider an alternative to employer-sponsored plans, with 50% to 60% in this group expected to make a change. It also found that for some, it makes more sense to switch.

The Daily Caller has learned the Congressional Budget Office (CBO) has hired Melinda Beeuwkes Buntin, an Obama administration official who’s has been key in implementing parts of Obamacare thus far and a large donor to Democrats and liberal groups, to work in its Health and Human Resources (HHR) Office. As CBO’s deputy assistant director of HHR, Buntin is expected to assist with the Office’s prime directive, providing “objective, nonpartisan, and timely analyses to aid in economic and budgetary decisions on the wide array of programs covered by the federal budget.”

It may be difficult for Buntin to provide such “objective” and “nonpartisan” statistics to members of Congress, though, given her partisan support of Obamacare and Democratic candidates.

The Daily Caller has learned that the Department of Health and Human Services (HHS) rate review rules, which it finalized on Thursday, exempt “Medigap” policy providers, like the American Association of Retired Persons (AARP), from oversight when such providers increase payment rates for their supplemental insurance plans.

Insurance providers who aren’t exempt from Obamacare’s rate review rules are required to publicly release and explain some health care payment rate increases.  The AARP is the nation’s biggest seller of Medigap policies, or supplemental healthcare plans that add onto what Medicare won’t cover for seniors. The senior citizens interest group advocated for Obamacare to include an attack on Medigap policies’ biggest competitor, Medicare Advantage.

The White House, of course, denies accusations of favoritism or impropriety.

In response to the revelation that about 20 percent of the latest slew of Obamacare waivers went to luxurious restaurants, nightclubs and hotels in House Minority Leader Nancy Pelosi’s district, former Alaska Gov. Sarah Palin told The Daily Caller the waiver process is “corrupt.”

“Unflippingbelievable! No, wait, it is believable,” Palin said in an email to TheDC. “Seriously, this is corrupt. And anyone who still supports the Pelosi-Reid-Obama agenda of centralized government takeovers of the free market and the corresponding crony capitalism is, in my book, complicit.”

President Barack Obama’s administration approved 204 new Obamacare waivers in April. Thirty-eight of them went to upscale businesses including four-star hotels, gourmet restaurants, day spas and hip nightclubs in Pelosi’s district. That’s in addition to 27 new waivers for health care or drug companies and the 31 new union waivers Obama’s Department of Health and Human Services (HHS) approved.

Of the 204 new Obamacare waivers President Barack Obama’s administration approved in April, 38 are for fancy eateries, hip nightclubs and decadent hotels in House Minority Leader Nancy Pelosi’s Northern California district.

That’s in addition to the 27 new waivers for health care or drug companies and the 31 new union waivers Obama’s Department of Health and Human Services approved.

Pelosi’s district secured almost 20 percent of the latest issuance of waivers nationwide, and the companies that won them didn’t have much in common with companies throughout the rest of the country that have received Obamacare waivers.

Other common waiver recipients were labor union chapters, large corporations, financial firms and local governments. But Pelosi’s district’s waivers are the first major examples of luxurious, gourmet restaurants and hotels getting a year-long pass from Obamacare.

The 2011 annual report from the Medicare Board of Trustees casts doubt on the ability of the ObamaCare health reform law to achieve significant health care costs reductions, stating it is “very uncertain” whether the sweeping reform will succeed in reducing health care costs.

The report, released Friday, said that an improved financial outlook reported for Medicare depended on the ability of ObamaCare’s cost-savings experiments to bear fruit – an outcome the Trustees found unlikely.

The Trustees said that Medicare expenditures were scheduled to rise from 3.6 percent of GDP in 2010 to 5.6 percent in 2035 and to 6.2 percent in 2085, if ObamaCare’s reforms fully pan out. If they do not, Medicare could account for as much as 10.4 percent of GDP by 2080.
