Poor record keeping is what's leading to potential fraud in the elections system. And election supervisors say registering non-citizens will continue until they get more help.
Officials we spoke to say non U.S. citizens are voting in Lee and Collier counties.
"If there is a change by one vote and somebody's voted that really has no right to be voting," said Lee County Supervisor of Elections Sharon Harrington.
Nearly 100 registered are now under investigation for possible voter fraud.
"It could change the whole complexion of an election," Harrington said.
We found those 100 people after reviewing jury excusal forms. We compared the names of those who said they couldn't serve because they were not U.S. citizens to those listed on Florida's voter registration rolls.
"I was surprised that there were quite that many," Harrington said.
So how is this happening?
In some cases, human error got them on the voter rolls.
We found one Naples resident, who clearly marked she was not a U.S. citizen, but was registered anyway.
But the NBC2 Investigators also found many of those registered were signed up while at the Tax Collector's Office getting a drivers license.
We asked Susan Allen, the Lee County Tax Collector's Office Customer Service Director, if the system was just based on trust and she answered, "Definitely."
Up until two years ago, no one asked for proof of citizenship.

The US Supreme Court refused on Monday to examine a California law that allows illegal immigrants to attend state colleges and universities at preferential in-state tuition rates that are roughly one-third the cost charged to students from out-of-state.
Under the state law any individual – regardless of immigration status – who graduates from a California high school after attending for three years qualifies for the same tuition discount offered to California residents.
The discounts apply at all public universities in the state, including the system’s most prestigious and highly-competitive institutions.
Eight other states have enacted similar provisions, offering illegal immigrants in those states the same in-state tuition discount offered to state residents. Those states are Illinois, Kansas, New Mexico, Nebraska, New York, Texas, Utah, and Washington. Oklahoma passed a similar law, but later repealed it.

"Of jobs created in Texas since 2007, 81 percent were taken by newly arrived immigrant workers (legal and illegal)," says the report from the Center for Immigration Studies, a group that advocates reduced levels of both legal and illegal immigration. Homeland Security Secretary Janet Napolitano indicated today that the U.S. doesn't need to boost the annual number of illegal immigrant deportations, now 400,000 annually, because she's grabbing most of the criminals and sending them home.
"If we come to the point where we are unable to remove everybody we know has a threat to security or has a criminal record, violated criminal laws, or that we've caught right at the border, or is a fugitive, or has multiple reentries and we don't have the resources to remove those, then the Congress should look at the resources they give us," she told Washington Whispers during a roundtable interview sponsored by the Christian Science Monitor.
Napolitano, who recently changed the priorities on who gets the boot, said that the focus will now be more on criminals. Currently, the annual 400,000 deportations are split evenly between those with criminal records and those with no record.

Unmanned lanes to be installed on Mexico border

The El Paso City Council voted unanimously to spend more than $1.7 million to upgrade the technology used to collect tolls at two international bridges, opening the door for possibly the first unmanned lanes on the southern border.
The move will make it possible for four electronic kiosks to be installed as early as December, making them usable by January, said Said Larbi-Cherif, director of international bridges in El Paso.
Three of the machines would be installed at the Zaragoza Bridge and the fourth would be at the Stanton Bridge.
A decision on which kiosks will be installed will be made at a later date. However, city Rep. Susie Byrd said she wants to make sure the machines will accept Mexican currency as well as U.S. currency.

He was detained and deported in 2000 but paid a coyote for re-entry into the U.S. And last month, Cruz admitted that in June 2011, Mesa Police cited him for driving with a suspended license.

U.S. Sen. John McCain is blaming illegal immigrants for starting some of the wildfires that have scorched hundreds of thousands of acres in Arizona.
"There is substantial evidence that some of these fires have been caused by people who have crossed our border illegally," McCain, R-Arizona, said Saturday at a press conference. "The answer to that part of the problem is to get a secure border."
The Arizona senator, however, did not say what the evidence is, prompting a swift rebuke from Latino civil rights advocates.

Wright said the 5'-7", 230-to-250 pound man sneaked into the woman's house and raped her at knifepoint.
During the assault, he said he wasn't feeling well, rolled over, and died.
Gutierrez' body was sent to the Nueces County medical examiner in Corpus Christi for autopsy.

Under the new measure, police must detain someone they suspect of being in the country illegally if the person cannot produce proper documentation when stopped for any reason.
