Investigation underway after chemical spill on Tucson's south side

TUCSON - Investigators are working to determine the cause of a chemical spill at a plant on Tucson's south side.
Tucson Fire Captain Jeff Langejans says around 2:30 a.m. Saturday, an operator from Sasol North America's plant in the 7800 block of South Kolb Road, noticed that hydrochloric acid (HC1) was pooling in a spill containment area.
After investigating, workers determined that a 12,000 gallon HC1 above-ground storage tank was leaking at a rate of five gallons per minute. The chemical is 35% solution and is extremely corrosive.
Workers started off-loading the tank, which had approximately 9,000 gallons. An estimated 4,000 gallons of the liquid had been spilled into the secondary containment area.
Tucson Fire crews responded around 5 a.m. as a precautionary measure. They remained on scene until the leaking tank was emptied into other storage tanks.
No employees or firefighters were injured.

SOUTHBRIDGE — A chlorine gas scare in a building in the former American Optical complex triggered a hazmat response shortly after 8 yesterday morning.
Acting Fire Chief Mark W. DiFronzo said workers from three companies in a Southbridge Business Center building at 15 Wells St. were evacuated for several hours when an employee at the Schott North America mistakenly mixed hydrochloric acid and sodium hypochlorite, which produced a small amount of chlorine gas.
“When the employee noticed the reaction, he immediately stopped what he was doing, donned a respirator and evacuated employees from the building,” acting Chief DiFronzo said.
He said workers in the building implemented an emergency response plan, evacuating about 100 people from Schott and other businesses in the building; they were allowed to return after about four hours.
“There were no injuries and the public was never in any danger,” he said.

SIKESTON, Mo. — Sikeston Public Safety is reporting an active Haz-Mat incident at Sikeston’s Board of Municipal Utilities Power Plant.
Around 4:30am Sunday, the Sikeston BMU Power Plant reported a trailer containing hydrochloric acid exploded at their facility. The catastrophic failure of this container resulted in a 7,500 gallon spill. Sikeston DPS immediately dispatched their Haz-Mat team to the site to evaluate the incident.
It was learned that the spill was confined to the immediate area of the incident and no one was injured during the release. It isn’t known at this time what caused the pressurized container to fail, but we know that fire was not the cause. This type of chemical release requires a relatively short evacuation distance, which fell inside the property of the BMU facility. At no time was anyone outside the property lines of the power plant in any danger. Residents who live nearby the Sikeston Power Plant are completely free of any danger. In addition the Power plant did not suffer any significant damage.
According to BMU, this incident has had no effect on their operation. Every year BMU has a planned outage to conduct yearly maintenance at their facility. The Power Plant was currently going through this annual maintenance when this incident occurred. As a result, this incident did not disrupt their service.

GALLIPOLIS FERRY — A chemical leak at the ICL-IP plant in Gallipolis Ferry led to a shelter-in-place order in surrounding areas, including across the Ohio River in Gallia County.
The leak occurred around 3:18 p.m. on Friday afternoon.
According to a press release from ICL America, Inc., the plant experienced an “emergency event” that involved the release of phosphorus trichloride liquid and hydrochloric acid fumes due to a pump failure.
The company says the liquid phosphorus trichloride release was contained on site, but the hydrochloric acid fumes left the site.
Point Pleasant Fire Chief Jeremy Bryant and his department were among the first responders dispatched to the scene. Bryant said it appeared the chemical cloud traveled north of the plant but appeared to dissipate near R and L Trucking along W.Va. 2.

People are back to work at Marque Dental Lab after Hazmat crews spent hours cleaning up an accidental acid spill. The good news is the chemical in the South Fargo spill wasn't as dangerous as they first thought.
The Fargo Fire Department says around 9 this morning at this dental lab, about a half-gallon of hydrochloric acid was spilled all over the floor.

Three children were sent to the hospital following a hydrochloric acid vapor leak at a Northwest Side fitness club Thursday evening.
Hazmat crews were called the Spectrum Fitness Club in the 11700 block of Bandera Road after the children and three other teens began complaining of burning eyes, coughing and throat irritation in the pool area.
Fire officials say the vapor leak was caused by an apparent malfunction with a pump attached to a container with the hydrochloric acid.
The three children were taken to the hospital for treatment. The teens were treated at the scene.

Two students were arrested Wednesday after Bountiful police said they detonated four small homemade bombs around the city, including one inside their high school.
Bountiful police Sgt. Gary Koehn said the detonation of the small chemical bomb at Bountiful High School was one of four that occurred about 8:20 a.m. No one was injured and no property damage was reported.
Koehn said the other three bombs, one of which went off in a church parking lot about a block away, exploded in the neighborhoods surrounding the high school.
Koehn said the students — a 16-year-old girl and an 18-year-old man — said they tossed the bombs at random because they wanted to "hear the loud boom." He said the two didn’t intend to hurt anyone.
The bombs were constructed from several household items combined in a plastic water bottle, Koehn said. He said the homemade devices spewed hydrochloric acid and created loud bangs.

The Advocate reports that the March 22 fire primarily released hydrochloric acid, chlorine and vinyl chloride monomer. Records of the Louisiana Department of Environmental Quality say those release exceeding the one-hour permit level for those chemicals and at least three other compounds.
No one was injured in the explosion. The cause is still under investigation.
Westlake said it bought the complex in 2002 from Borden Chemical and spent nearly $20 million for environmental and safety improvements. The plant was built in the mid-1970s.

A spokesman for TxDOT said they are unsure how long it could take to clear the roadway, and that unsuspected setbacks have delayed the cleanup.
The spill occurred after an 18-wheeler hauling the acid was involved in a major accident near Woodstone.
The concern is that if the leak is not contained in time, that 3,000 gallons of the acid could eat the highway. That could be a costly consequence and a threat to public health.

During the traffic maneuver, two 55-gallon plastic containers of hydrochloric acid fell onto the pavement. One of the containers began leaking and spilled approximately 15-20 gallons of the hazardous chemical onto the pavement before being contained by members of the Terre Haute Fire Department. There were no injuries reported by anyone associated with the spill.

San Luis Obispo City Firefighters spent the morning responding to a report of a chemical spill from a package at the UPS facility.
The facility is located on Sacramento Drive in San Luis Obispo.
The San Luis Obispo fire marshal tells our reporter at the scene, that sometime after 8:00 a.m. Wednesday morning, the chemical spill was reported to the San Luis Obispo Fire Department.
The fire marshal says firefighters assessed the situation, and found fuming hydrochloric acid leaking from a package. The chemical has various uses and is used in industrial situations.
Firefighters determined the situation did not require a full hazmat scene, but the building was evacuated as a precaution.

Fire brigades from Picton, Blenheim and Nelson attended a chemical spill in a shipping container at the Picton Railyard this morning.
Picton Volunteer Fire Brigade station officer Steve McKeown said the shipping container was carrying 12 1000 litre containers of hydrochloric acid, acetic acid and another chemical used for cleaning dairy equipment.
One of the 1000 litre containers of hydrochloric acid developed a leak through its top and lost about 10 litres of the chemical.

AN JUAN CAPISTRANO – A chemical spill Tuesday shut down all lanes on the northbound I-5 between San Juan Creek Road and Camino Capistrano for nearly two hours, authorities said. The spill has now been cleaned up.
Just before 11 a.m. the California Highway Patrol began receiving reports of the spill emitting strong fumes in traffic lanes.
A hazardous material unit with the Orange County Fire Authority determined that approximately six gallons of muriatic acid spilled off a truck, said Capt. Marc Stone with the OCFA.
Traffic was at a standstill between San Juan Creek Road and Camino Capistrano, said Stone, who was at the scene of the spill.
The hazmat unit neutralized the acidic substance, used for pool cleaning, at approximately 12:30 p.m., Stone said.

At around 7:31 a.m., Delray Beach Fire Rescue reported to the chemical spill at NW Eleventh Street near NW Fifth Avenue, where units found two containers containing muriatic acid and chlorine.
Delray Beach Fire Rescue Public Relations officer Lt. Curtis Jepsen said the container with muriatic acid had spilled and was emptied onto the ground.
“The chlorine jug was leaking and still contained fluid,” Jepsen said.

MONTGOMERY – A potential chemical spill shut down Texas 105 West and Walden Road for several hours Wednesday before it was deemed safe to be reopened.
About 10:30 a.m. Wednesday, a truck hauling hydrochloric acid nearly spilled its load onto Texas 105, causing emergency crews to shut down the highway and Walden Road, Montgomery Fire Department Chief Brian Edwards said.
“His load shifted and went through the trailer,” Edwards said. “... There was no spill. We thought there was a spill.”

Fairview Police Sgt. Pat Stockdale said officers made a traffic stop at about 2:30 p.m. Thursday near City Hall, where the police offices are housed.
During the stop a “shake and bake” or “one pot” meth lab was found inside the car.
Four suspects were taken into custody, Stockdale said, and charges are pending.

A witness told NewsCenter 16 everyone within a quarter-mile of the truck stop was evacuated.
Employees at the restaurant inside the TA truck stop said a truck crashed around 7:30 p.m., but the explosion didn't occur until just before 10:00 p.m.
The restaurant was evacuated early on because of a fear hydrochloric acid was leaking from the truck.
Officials on the scene confirm nobody was injured and there was no damage to the building, however there were holes in the parking lot.

GAINESVILLE, Fla. — At approximately 11 a.m. Thursday, the University of Florida Police Department and Gainesville Fire Rescue responded to a report of an injured person and a beaker explosion that occurred at the Materials Engineering Building.
Upon arrival, units from both UFPD and GFR assisted the injured person, UF student Zhi Zhou, 27, and secured the lab where the incident occurred. Zhou was transported to Shands at UF medical center with non-life threatening injuries.
After the GFR Hazmat Unit cleared the lab where the minor explosion occurred, it was determined that the materials involved were hydrochloric acid, tetrachloride, titanium and water, which were combined and heated in a 30-milliliter beaker. Given the small and contained nature of the explosion, the building was not evacuated.
All units from UFPD and GFR cleared the scene by 11:43 am, with only staff from the University of Florida Environmental Health & Safety, and Physical Plant Division completing follow-on tasks.

A railroad official says several cars have derailed in a switching yard and thousands of gallons of a toxic chemical spilled. Burlington Northern Santa Fe spokesman Gus Melonas (mel-OWN'-us) says the train was moving at less than 5 mph in the Pasco yard when seven cars went off the tracks about 5 p.m. Sunday. He says a valve on a tanker car was damaged, causing the leak. By 9:30 p.m. about 12,500 gallons of hydrochloric acid had spilled. Melonas says there were no injuries. He says officials have determined there was no threat to the public with the spill occurring in a remote area of the yard, far away from any homes or businesses. The chemical can cause respiratory problems and skin and eye irritation. Melonas says crews expected to be able to seal the leak tonight and put the cars back on the tracks Monday. The derailment has not affected operations on the mainline, which handles about 30 trains daily.

Virginia State Police Sgt. Thomas Molnar tells CBS 6 that around 8:00 a.m. about 200 gallons of muriatic acid leaked from a drum with a broken valve inside a tractor trailer.

When the tanker rail car was moving and the diluted hydrochloric acid solution was shaken up inside, it was reacting with the moisture in the air and creating a tiny amount of vapor that was released Saturday night, according to CSX Train Master Mike Bias. He said most of the cars have vents.
The car was then parked and the vapor was apparently not being released. Officials were just waiting for the car to be fixed in order to be moved out of the yard early Sunday morning.
Bias said the DuPont Hazmat team left the scene Saturday night since the car was not from their plant as originally thought. He said they did not have the right equipment to fix it.
Around 1:45 a.m. Sunday, a different hazmat team was on its way to the low yard near 19th Street in Parkersburg to fix the car so it could go to Tetra as originally planned, he said. The car reportedly came from Kentucky.

Acid leaked from a damaged tank owned by Chemical Industry Far East Limited. However, the leakage was confined to the bund walls enclosing the plant.
When contacted, the Singapore Civil Defence Force (SCDF) told AsiaOne that no one was injured in the incident.

"I came in from work and I pulled up in the driveway and I saw all these fire trucks and all kind of police and stuff. I stopped a lady out there and she said it was some kind of hazardous [material] going in the air," said Bailey.
She lives at the corner of Haynes and Southern Avenue just blocks away from the leaking railroad tanker.

The amount is less than the 600 gallons officials initially reported, and Hazmat testing showed that the leak never got beyond the system of six-inch pipes in the fenced area east of the lagoon.
Officials say the lagoon itself was not contaminated.
Santa Rosa Battalion Chief Andy Pforsich said the leak occurred where a garden hose is mounted to a 6-inch pipe via a spigot saddle.
The spill was first reported to Sonoma County fire officials at 7:16 a.m. Hazmat teams are likely to be working throughout the afternoon testing the air and water and doing any mitigation necessary, Pforsich said.

JACKSON TOWNSHIP, Pa. -- Drivers on Route 22 in Cambria County reported seeing a green-colored slime on the road Wednesday.
It turns out that a tanker truck leaked a small amount of hydrochloric acid near Dishong Mountain Road, officials said.
Volunteers from the Jackson Township Fire Departmentand Hazmat crews said they threw some sand on the spill and had it cleaned up in a few hours.
According to hazmat crews, had it not been for recent rain, the situation could have been worse. Pavement damage and health problems could have resulted on a dry, warm day, they said.
The tanker truck eventually pulled over and was repaired.

It turns out that a tanker truck leaked a small amount of hydrochloric acid near Dishong Mountain Road, officials said.
Volunteers from the Jackson Township Fire Departmentand Hazmat crews said they threw some sand on the spill and had it cleaned up in a few hours.
According to hazmat crews, had it not been for recent rain, the situation could have been worse. Pavement damage and health problems could have resulted on a dry, warm day, they said.
The tanker truck eventually pulled over and was repaired.

BRISTOL -- Rescue workers donned self-contained suits and breathing apparatus to clean a chemical yesterday that was so strong it ate out the floor of the tractor trailer where it spilled, a fire official said yesterday.
Workers spent hours cleaning up the 30-percent hydrochloric acid solution from the parking lot at the Freudenberg plant at 450 Pleasant St., said fire Capt. Maggie Fellows. They also roped off the lot.
Vapors from hydrochloric acid can burn the lungs and the skin of people, Fellow said.
She said the truck driver was using a two-wheeled cart to remove the plastic drum of the chemical when he noticed a leak. He moved the trailer away from the building and left the rear open.
