'The phrase petrodollar warfare refers to a hypothesis that one of the driving forces of United States foreign policy over recent decades[when?] has been the status of the United States dollar as the world's dominant reserve currency and as the currency in which oil is priced. #The hypothesis: Most oil sales throughout the world are denominated in United States dollars (USD).[1] According to proponents of the petrodollar warfare hypothesis, because most countries rely on oil imports, they are forced to maintain large stockpiles of dollars in order to continue imports. This creates a consistent demand for USDs and upwards pressure on the USD's value, regardless of economic conditions in the United States. This in turn allegedly allows the US government to gain revenues through seignorage and by issuing bonds at lower interest rates than they otherwise would be able to. As a result the U.S. government can run higher budget deficits at a more sustainable level than can most other countries. A stronger USD also means that goods imported into the United States are relatively cheap. Political enemies of the United States therefore have some interest in seeing oil denominated in euros or other currencies. -- In 2000, Iraq converted all its oil transactions under the Oil for Food program to euros. When U.S. invaded Iraq in 2003, it returned oil sales from the euro to the USD. The Government of the Islamic Republic of Iran takes this theory as fact. As retaliation to this policy seen as neoimperialism, Iran has made an effort to create its own Iranian Oil Bourse which has sold oil in Gold, Euros, Dollars, and Japanese Yen since its opening. The theory is supported historically by Iranian intellectuals as a move made by the American elites after World War II with the Bretton Woods Act, taking away Gold backing from the Pound Sterling and discreetly starting the eventual pegging of Gulf Arab Oil producers' currencies after Britain gave them independence in 1961 and 1971. These countries were further secured militarily after the Gulf War in 1990. This pegging of the currencies along with the exchanges being exclusively in USD in only two places, the IPE in London and NYMEX in New York City, has given the United States a near monopoly, with growing economies such as India and China waiting in line for orders. Critics say this revolutionary move by Iran in creating a rival market may also be one of the reasons for the ongoing energy-related US competition with Iran.'

If a competing currency can cut into or replace the USD for paying oil bills, the "USD checks" would be presented for payment. That is the reason the U.S. military makes sure that nothing happens to the Saudis, and nothing happens to the free flow of oil out of the Persian Gulf. It's all about securing the value of the USD. As to Russia and China, they have the democraphic and natural resources to compete with the U.S. as an industrial economy. What they don't have, is a currency which can match the USD in value. There is doubt whether China or Russia would accept Anglo-American monetary superiority voluntarily. A hot war to resolve the problem, is unlikely. Therefore, the fight is on the political level, primarily by turning the U.S. into a complete and openly controlled and managed economy ala Russia and China. In the meantime, the U.S. has been involved in Afghanistan to prevent the construction of an Iranian pipeline into China, and a Russian pipeline into the Indian Ocean. The Obama administration is a friend of the FED central banking crowd which determines the quantity of USDs. However, they are an ardent foe of the American oil majors which decide the "value" of the USD in connection with the Saudis and their fix of the oil price. The present presidential election must be understood in this context. NATO has evolved into a enforcement arm to assist the U.S. in securing the value of the USD. 'After singing the praises of China and its vibrant "free market" for years, the Economist editors have now run smack into reality, giving rise to this squib of a story that indicates the ChiComs are hitting the proverbial brick wall when it comes to their hyperactive and impossibly stimulated economy. We're not supposed to understand this, of course. It's an elite dominant social theme, after all, that the ChiComs' murderous command-and-control economy has much to recommend it that the West's anarchic and "free" economies (sarcasm off) do not. ...there's not going to be a Chinese soft landing. The rotting, empty Chinese cities and shoddy, tipsy skyscrapers, profligate and corrupt Chinese central bank, entrepreneurial flight (see yesterday's article) and rising civil violence across the country (so bad it's not being reported formally anymore) should be red flags (no pun intended) that explain what one needs to know. The Chinese miracle is dead. It never existed anyway, anymore than the West's late-20th century consumer mania was a product of Anglo-American "genius." No, the story of modern directed history is the story of elite-controlled money stimulation and central banking largess. Control tens of trillions and you can control the world. And they have. 'In a series of articles, we've discussed what seems to us to be a Pentagon/NATO plan to divide the Middle East up into warring factions. This plan is being staged in two parts. First, numerous secular states such as Libya, the Ivory Coast, Egypt, Iraq, Tunisia and now Syria are being destabilized to create an Islamic "crescent" that will serve as a putative enemy of the West. The second, or concomitant phase is to strengthen and expand the Gulf Cooperation Council (GCC), and then to create tension or even military action between these two factions. Additional tensions are being brought to bear via Israel, Iran and, of course, the Palestinians. ...stage two of this apparent plan is now being put into effect. The Islamic crescent is well on its way to being realized with Muammar Gaddafi's death and the triumph of the Libyan/al Qaeda Jihadists. In Tunisia, an Islamic party has begun to carve out a role as the country's leading political force. The Islamic Brotherhood (with its CIA connections) is ascendant in Egypt and growing in popularity elsewhere. Now what is needed is to strengthen the GCC? Of course, there must be a reason to do so, and the ejection of the US from Iraq has just provided the Pentagon with an appropriate justification. "Security needs" will funnel arms and funds to the GCC, which is currently – coincidentally – being expanded to include Jordon and Morocco. The US's and NATO's influence is about to become vastly larger in the Middle East and Northern Africa. Let others explain that the world's problems are caused by greedy capitalist corporations eager to exploit developing countries. 'Tribal culture is resistant to Westernization. Somalis, Pashtuns, Bedouins and Punjabis (if one includes Pakistan) are tribes with millennial cultures. Uprooting persistent cultural trends is a long-term project. First violence is applied to fracture the culture and then massive amounts of foreign aid to rebuild it. What looks like generosity is actually self-interest. The powers-that-be use aid like gesso, whiting over what once was to paint an entirely new picture. Look back in time and we think there is plenty of evidence the ongoing and expanding wars may be part of a long-term project. World War I we could speculate was designed in part to overwhelm German culture. World War II shattered Japanese culture. The Korean and Vietnamese wars did the same in Asia. Only the Middle East and Africa are left. Is it a coincidence then? Engaging with Iran and the former Persian Empire would likely bring a kind of regional World War III to fruition.'

'Gone are the days when there was a great philosophical divide between East and West, or between the West's so-called democracies and "communism." Jiabao's speech could have been given by any functionary of the (hopefully tottering) EU. Or even have been delivered by someone from the US State Department. It tends to confirm once more the idea that the powers-that-be are working hard to smooth out differences between major powers. The rhetoric, philosophical overtones and ambitions are statist, but couched in the rhetoric of the marketplace. The idea is that the state sets parameters for capitalism, which then functions within that defined space. It is a kind of soft fascism, though one is never supposed to use the word "fascism." Additionally, in practice, it is not necessarily soft at all. The state is actually in charge of almost every facet of life and corporations, also artificial, statist entities, are merely the receptacles of state power and deliver it to "consumers."'
