The change from “no conclusive evidence” to “possibly carcinogenic” was not new research (11), and it has understandably led to widespread public as well as media concern and confusion (12). The footnote accompanying the IARC press release (10) is often missed—that a “possibly carcinogenic to humans” (2B) classification by IARC is based on “limited evidence of carcinogenicity” and that “chance, bias, or confounding could not be ruled out with reasonable confidence” for the few positive associations reported in the literature.

ScienceDirect - The Lancet Oncology : Carcinogenicity of radiofrequency electromagnetic fields
The Working Group concluded that there is “limited evidence in humans” for the carcinogenicity of RF-EMF, based on positive associations between glioma and acoustic neuroma and exposure to RF-EMF from wireless phones. A few members of the Working Group considered the current evidence in humans “inadequate”.

Goodhart's law - Wikipedia, the free encyclopedia
Goodhart's law, although it can be expressed in many ways, states that once a social or economic indicator or other surrogate measure is made a target for the purpose of conducting social or economic policy, then it will lose the information content that would qualify it to play that role.

Falser Words Were Never Spoken - NYTimes.com
"Here, Gandhi is telling us that personal and social transformation go hand in hand, but there is no suggestion in his words that personal transformation is enough. In fact, for Gandhi, the struggle to bring about a better world involved not only stringent self-denial and rigorous adherence to the philosophy of nonviolence; it also involved a steady awareness that one person, alone, can’t change anything, an awareness that unjust authority can be overturned only by great numbers of people working together with discipline and persistence."
